Obama’s Kenya contradictions

……If the US wants to get help in the fight against terrorism in Africa, it should stop putting pressure on Kenya’s leaders.

Can the Obama administration preserve Kenya‘s co-operation on counterterrorism efforts in the Horn of Africa and also pressure its leaders into undertaking democratic and economic reforms?

Things started off well between Kenya and Barack Obama. Kenya was thrilled to see the son of one of its citizens reach the Oval Office. And it does not seem as though many Kenyans took personally Obama’s choice of Ghana instead of their country as his first presidential destination in Africa. Kenyan prime minister Raila Odinga even said: “If Obama were to come to Kenya as the first country in Africa, it would send some very wrong signals that he is coming here merely because of some organic relationship that he has with this country. So in fact it is good.”

Even if some East Africans perceived a slight, the Obama administration more than compensated for it when Hillary Clinton visited Kenya first on her August Africa tour. The trip emphasised Kenya’s economic and political importance to the US. Moreover, on day two of Clinton’s stay, she drew a symbolic and visual link between the US, Kenya, Somalia and terrorism when she met with Somali president Sheikh Sharif Sheikh Ahmed in Nairobi and paid her respects at the site of the 1998 US embassy bombing. There, according to the New York Times, Clinton “quietly laid a wreath at the foot of a plaque commemorating the people killed that day, and she told a group of Kenyan survivors, including an old blind man leaning on a cane, ‘We will continue to work with you’.”

And work together the two countries must. Whatever form American counterterrorism efforts in East Africa take, they will involve and affect Kenya. As the US sends more arms and aid to Somalia in an attempt to bolster the fragile Transitional Federal Government against al-Shabab, the rebel movement designated as a terrorist group by the US state department, Kenya is feeling al-Shabab’s regional reach. Somali jihadists recruit ethnic Somalis resident in Kenya as well as native-born Kenyans. In a stark illustration of the Somali-Kenya terror connection, the recent US helicopter raid on an al-Shabab convoy in Somalia targeted a terrorist suspect named Saleh Ali Nabhan. Nabhan was Kenyan, not Somali.

But the raid caused a problem. Despite Kenya’s importance, the Obama administration did not coordinate with authorities there prior to the strike. Nairobi noticed. Moses Wetangula, the Kenyan foreign minister, told Reuters that “Lone Ranger behaviour” from the US raises concerns in Kenya, and that he was uncomfortable with “the fact that the US would want to conduct operations in our neighbourhood without information or cooperation or collaboration.”

Another problem, compounding the first, is that the US openly proclaims its loss of faith in a section of Kenya’s political leadership. During her visit in August, Clinton criticised Kenya’s track record on democracy, economic reform and judicial integrity. That “tough but lovingly presented” message was followed by tough action in September, when the state department said it would impose travel bans on 15 senior Kenyan ministers if they did not implement reforms on corruption and rights abuses. Statements by American diplomats suggest the US may take further steps if reform does not proceed rapidly enough.

Senior government officials in Nairobi were divided in their reactions to the travel ban. President Mwai Kibaki bristled at the move, while Odinga felt the US was justified. The official governmental reaction, though, turned increasingly hardline in the days after the announcement of the ban, with a government spokesman denouncing America’s “activism diplomacy”.

The condescending tone Washington uses toward its African partners may prove increasingly inimical to US policy goals on the continent. Getting the bad guys is a stated US interest. So is promoting democracy around the world. The question in East Africa is, can both happen at once? The Obama administration’s posture toward Kenya seems contradictory, as Washington expects cooperation but cajoles and denounces those with whom it would collaborate.

With a drought in northern Kenya killing crops, animals and people, the country’s leaders face enormous domestic pressure, to say nothing of instability emanating from Somalia, Sudan and Uganda. Kenyan elites may conclude they have little to gain from heeding the dictates of an ally that doesn’t give them notice when it bombs terrorists in their backyard. To keep their attention – and make real progress in both counterterrorism and reform efforts in East Africa – American leaders should speak a little more softly, and think a little more carefully about the kinds of sticks they wield.

NAIROBI, KenyaKofi Annan delivered a stern message to Kenya on Wednesday, saying that there was a “crisis in confidence” in the political leadership and that the country was flirting with disaster by delaying much-needed reforms.

Concluding a three-day assessment of where Kenya stands a year and a half after its bloody election period, Mr. Annan seemed grave, urgent and a bit discouraged, but not hopeless.

“It is clear this is a moment of truth,” said Mr. Annan, the former United Nations secretary general. “Please, as Kenyans, don’t sit back. When leaders fail to lead, sometimes we have to make them follow.”

He said that he expected the International Criminal Court to prosecute the “big men” who orchestrated the mayhem in Kenya last year, which killed more than 1,000 people, though he added that it was imperative for Kenya’s courts to hold their own trials of lower-ranking perpetrators, in a statement against impunity.

Last year, Mr. Annan helped pull Kenya back from the brink. He swooped into the country in January 2008 while it was still convulsing from ethnic violence set off by a deeply flawed election, which many international election observers said the government had rigged. Mr. Annan prodded warring politicians to the negotiating table, and he shaped an agreement that stopped the fighting and formed a governing coalition. Pictures of Mr. Annan’s Zen-like face were plastered on minibuses. Even a rare baby rhino was named after him.

But this time around, he did not seem so serene. Kenya’s leaders have been dragging their feet on the crucial issues that were laid bare during last year’s election crisis, including land disputes, ethnic favoritism and an imperial-style presidency. And very little has been done to prosecute the suspected ringleaders of the violence, many of whom serve in the government, in the top ministries.

Mr. Annan — who held long meetings with opposition politicians, human rights activists, religious leaders, election officials, diplomats and business leaders, along with President Mwai Kibaki and Prime Minister Raila Odinga — said Wednesday that the government had taken some steps in the right direction.

Last month, the national police chief, who was blamed for a spree of extrajudicial killings, was demoted. And last week, the anticorruption chief, who had been widely ridiculed for drawing an enormous salary (about $400,000 a year as the average Kenyan makes about $1,000) while doing just about nothing, was pushed out.

But the country still seems on edge, as Mr. Annan seemed to sense. He said reforms must be accomplished by the next presidential election, in 2012, and he had heard rumors that ethnic gangs were already rearming themselves, preparing for Round 2.

“Unless we take action,” he said, “we are running a great risk.”

As if to make this point, The Daily Nation, Kenya’s biggest newspaper, published a photo on Wednesday of a displaced man with an arrow sticking out of his chest, a result of a land dispute. The headline was “Agony,” and the man, like so many Kenyans nowadays, was wearing a Barack Obama T-shirt.

NAIROBI, Kenya, Oct 6 – “Manze inabidi jo. Hizo matembe hunisaidia sana, at least masupa wasinichekelee (I must use them- sex boosting pills- as they boost my confidence so that I don’t become the laughing stock among ladies).”

These are the words of 17-year-old Michael Njuguna, who admits that he uses Viagra and other male sex boosters. At 17, Michael is already hooked to the pills, which are usually prescribed to persons with chronic erectile dysfunction problems.

“I was introduced to the pills when I was sixteen and I don’t see myself stopping. As a man, I need my confidence when it comes to sex. I wouldn’t want any girl or woman to get disappointed by my lack of performance. The fear of being a one-minute man is just too scary for me,” states Michael.

Asked whether he knows the effects these pills have on his reproductive health system, Michael says, “I think the effects will catch up with me later in life but before then, my agenda is to sexually satisfy my lady and retain my ego. It boosts my sexual drive and energy.”

“You have no idea how embarrassing it is when you only last for one minute or are unable to erect. That happened to me once and I wouldn’t want it happening again. As a man you feel very low and can barely show your face in public,” points out Michael.

Michael strongly believes that he needs sex boosters claiming his friends use them as well for the same reasons; sexual confidence and ego boosting.

Do you use the pills with others drugs as well? I pose.

“When I use the pills without taking anything else, I still get my erection but it is much better when you use the pills together with Ecstasy. It makes one loosen up completely and you don’t have to worry about the pills’ harmful effects,” he states.

Michael also adds that he gets the pills from down town chemists in Nairobi, friends, as well as nightclubs, revealing that all the pharmacists care about is money.

“When I want the pills, all I have to do is go to River Road. That is where we get them from and luckily they don’t ask many questions. As long as you pay for them you are good to go,” he adds.

This worrying trend comes at a time when more and more teens are engaged in sexual activities. Ideally doctors ought to prescribe the drugs after conducting full health checks to ensure that a person needs them.

Dr Simon Kigondu from the Nairobi Women’s Hospital confirms that young men in Kenya are using the pills because they think they will perform better in bed. He explains that the possibility of dependence poses a big threat to these youngsters sexual health.

“When you abuse sex boosting drugs, the body gets used to them and it gets to a point where it cannot function without them. The young boys out to seek confidence might just never get it. They think they become better during sex but this is just a misconception. They might never become independent sexually,” he explains.

Dr Kigondu also notes that the drugs increase chances of getting heart attacks if abused. He adds that nose congestion, sudden hearing loss, low blood pressure and a decreased sexual drive are other effects that come with over reliance on the pills.

“When you decide to self medicate you would not know whether you’re getting the real deal or not. You also don’t know what dosage you’re getting as it comes in different strengths. When you are a young and healthy man, there is no need to take these drugs. It is advisable to leave them to people who suffer from erectile dysfunctions,” explains Dr Kigondu.

Viagra (and drugs like it) are designed for men with chronic erectile dysfunction. This is often linked to other health problems such as Multiple Sclerosis, diabetes, heart disease, spinal injury, or depression. It can also be due to psychological factors (e.g. past sexual abuse or a current relationship problem).

Unfortunately the manufacturers of sex drugs promote them as ‘lifestyle drugs’ and do little to prevent their wide availability online or similar. This means men often assume the drugs are not dangerous and are sex boosters, which is not true.

It is a fact that Viagra and similar drugs do not enlarge the penis. They won’t make you better in bed and won’t increase arousal. If you have underlying psychological or relationship problems it may not have any effect at all. It may increase blood flow to the penis so you feel you have a harder erection but that will not guarantee sexual pleasure.

Many leading doctors in this area believe the drug’s main effects are often psychological in men so you believe they’ll make sex better so it is.

In one of the most shocking Kenya-Stockholm storos, it has emerged that a white Swedish woman has escaped to Germany with the one year old baby of a paperless Kenyan man after playing a complicated baby-snatching game that has stunned observers and left acquaintances grinning and scratching their heads with their fingers searching for new words to explain the crisis.

The story came to light when the Swedish woman hooked up with another Kenyan man in Germany to play Father to the snatched kid. The Swede apparently told the new Kenyan sweet heart that the father of her kid lives in Sweden and that they had split up because of irreconcilable differences.

The scandal exploded when the guy contacted KSB to try and establish the identity of the father of the child whom he was about to begin fathering. He wanted to get some tips about the woman from her ex. Apparently, the new Kenyan dude hooked up by the Swede is also paperless and his hope is that the new find could be turned into a Paper project so he is currently playing ball although he told KSB that he is basically a slave in the house.

According to investigations, the woman in question hooked up with a Kenyan dude in Sweden and after well calculated sessions of leg-opening, she was eventually ballooned by the Kenyan. The bull is reportedly a student who had been pursuing his Masters degree at a Swedish University and when the Swedish blondie landed on his plate and later began to serve the goods liberally, his thinking was that it was a perfect opportunity to mix up paper manufacture with studies as he checked out the future here at the North pole where life appeared to be very sweet.

After the woman downloaded a bouncing baby, things began to take a nasty turn. More and more, the blondie began to abandon him in the house to baby-sit as she went clubbing in town and meeting new clientele. Since the Kenyan had incorporated baby-sitting into his mappepe manufacturing project, he played it calm and loyally began to follow the new rules which had it that the woman could decide to do anything as the boy nodded in approval.

This was apparently done with an agreement that the woman is very independent and that her freedom comes second to nothing. Although the woman also accepted to respect the guys freedom, she had an upper hand because she knew that inside the guys head was the paper business and she had the keys in the bag.

After a few months, the woman began to carry herself around in a way that suggested that she was getting romantically disinterested in her ****** hubby as the bull sunk even deeper into baby-sitting, diaper changing and pram pushing to and from shopping baby food and other stuff on the shopping list.

His studies began to suffer but he could take it because if the paper work could materialize, he could resume his studies from where he quit and at any time. One day, the blondie is reported to have disclosed to the guy that her main interest in him was based on her life-time dream of mothering a kid with a blue ******. She just loved coloured babies and once played with the idea of having an artificial insemination with ****** sperms. At about the same time, she met the Kenyan and decided to go for the real thing. After delivery, she reportedly hoped that she would have the interest to stick with the guy although she also threw some doubts.

In short, she was interested in the so called mulatto child or what Kenyans call point five. If you dont get it, Kenyans call it Point five because when a whitie articulates with a blackie and the union results in the manufacture of a mixie, the kid is presumed 50% black and 50% white eg 0.5% black/white thus the point five name also known as pointie.

After the baby was born, the next agenda for the Swedish woman was to use the Kenyan as a baby sitter while maintaining (in the guys brain) the illusion of a paper linked to the baby. Once the Kenyan swallowed the bait she could have fun as life continued. The idea was to give the kid time to grow before her project could enter into a new phase.

Punde si punde, the situation began to worsen by the day. The couple was living in an apartment and, with time, the Swedish woman began to return home zonked and late in the night. One night, she crashed in with a Swedish man and they slept on the sofa as the Kenyan guy spent the night in the bed room taking care of the kid. When the guy tried to intervene to find out what was happening, the woman simply told him to shut up and give space. The act of popping up with white bulls then became routine and when he tried to find out what was happening, the woman said that this is Sweden where women have their freedom. The guy relaxed because he understood that the road to Mappepe could be rough and bumpy.

It is at this point that the guy began to understand that he was facing a major crisis because the love affair between the two of them appeared to have melted the way ice cream melts in the mouth. The Kenyan began to understand that his baby sitting sessions may have been well planned because when he added one plus one, it was adding up to four himself, his woman, the kid and the new Swedish bulls who appeared to have taken over the womans holy shrine and all the goods that went with it as he remained stuck with baby-sitting in the bed room.

Custody Papers Signed
What shocked him was the courage the woman had developed to an extent that she was comfortable with the act of bringing another man in the house even though the woman knew too well that she had left him in the house to baby-sit. A supposedly kind woman he had been licking the other day as he worked his way to greener pastures had now become a source of headache. He had no answers.

Unknown to him was the fact that the woman had much bigger plans that would leave him paperless and probably lead to his deportation back home. The woman had planned to relocate to Germany with the baby and as the guy followed the new rules hoping for better days when he could have his personal number registered at the tax office, the woman continued to further her secret plans. She wanted to move away so that she could forget about the ****** and his attachment to the baby.

Once she finished sketching the outlines of her plan, she is reported to have apologized and became very friendly to her sweet heart whom she had been persecuting. She stopped behaving badly by halting the act of bringing guys to consume her goods at the sofa while she resumed serving the goods to the guy.

She also began taking care of the kid and saying sweet things linked to mappepe. The guy was told that they were meant to stick together for life and that whatever had happened had been a big mistake. She felt extremely sorry for whatever had happened and the Kenyan dude lapped all her words with interest. Then one day, the woman took him to the Swedish authorities to sign some papers. He was told that the papers were based on him confirming that he was the father of the baby before they could move to the Immigration department to do good stuff.

The guy does not understand Swedish and when he went to sign the papers, he had no clue. He was told to agree with everything the authorities said and to pretend that he understood Swedish so as not to complicate things. Since, (from his perspective) all events were playing themselves within the context of mappepe, he loyally allowed himself to be led by the nose.

When asked questions by the authorities before signing the papers, he was coached to say yes or thats right or exactly depending on the situation. He was to watch the woman secretly shaking her fingers placed on the table. One shaking finger was a yes, two exactly and three meant thats right.

The official read a sentence in Swedish saying something like You have accepted to give full custody to Birgitta Larsson, and when he watched the fingers, it was a three so he said Thats right. If confusion arose, the woman would intervene and flash a new finger for him to respond.

At one point, the woman intervened in Swedish saying She is saying that you are the father of the baby and you fully understand that you are handing over full custody After flashing a finger, the Kenyan dude said exactly and it was all over. He was adviced by the woman to say Tack så mycket (Thank you very much) with a big smile to the official after the business and things went on smoothly.

Once the papers were signed, the couple apparently returned home to celebrate. The guy had just signed papers giving the Swedish woman full custody of their kid without knowing it.

After gaining full custody, the woman began to make plans to move to Germany with the kid without informing the guy. One evening, she broke the news that she was moving to Germany in two days and thanked the guy for his time. The news effectively led the guy into a state of shock. By the time he managed to put his act together to contact the Swedish authorities, the woman had flown to Germany with the kid and began a new life.

According to Swedish authorities, there was nothing they could do because the papers showed that the woman had full custody of the kid. A deeper examination by authorities revealed that it was the guy who signed the custody papers and under the circumstances, the woman had every right to relocate to Germany or any country.

Another issue is that the woman had already signed divorce papers and left them with the Swedish authorities so the guy was technically single and paperless. The Swedish authorities have told the guy that the best he can do is to travel to Germany, take contact with German authorities and begin to follow the case because there is little they could do. This is another sad story of a peperless Kenyan in Sweden.

Saitoti: Kenya communities not rearming for 2012

The government has denied reports that communities in Rift Valley province are buying weapons in readiness for renewed violence during the next elections.

Internal Security minister George Saitoti, however, assured Kenyans that security forces were prepared to deal with any fresh wave of violence should it occur in any part of the country.

“We are prepared than ever before to deal with a re-emergence of post election violence, nobody should imagine that they can subject Kenyans to another round of violence,” Prof Saitoti warned.

The minister was responding to reports that members of the Kikuyu and Kalenjin communities living in Rift Valley were stocking firearms in readiness for another wave of ethnic chaos.

The report, published by the BBC, quoted members of the two communities confessing that they were buying the weapons to defend themselves against imminent attacks from rival communities.

The province experienced some of the worst atrocities during the violence that followed the 2007 presidential election.

According to the reports, arms dealers were doing booming business selling AK 47 and G3 rifles to members of the two communities.

The BBC investigative piece quoted Internal Security assistant minister Orwa Ojode confirming that the government was aware of the situation, which he blamed on the country’s porous borders.

But on Wednesday, Mr Ojode claimed he had been quoted out of context.

Prof Saitoti said the government would investigate the reports and take necessary action.

He also said the government, through the provincial administration, was conducting a countrywide assessment to establish the number of illegal firearms before it starts the process of mopping them up.

“An assessment is being done in all the districts before we start mopping them up. All those with illegal firearms must surrender them to their respective DCs, Dos, Chiefs, assistant chiefs and police stations because we will take stern action against those we will find still keeping them,” warned Internal security permanent secretary Francis Kimemia.

Rift Valley Provincial Commissioner Osman Warfa also denied the reports that members of the two communities were stocking arms, terming them “inflammatory.”

“I am on the ground, there is no such thing going on, the reports will only cause unnecessary tension at a time when the communities are living in harmony,” the PC said.

Prof Saitoti, Mr Ojode, Mr Kimemia  and Mr Warfa spoke when they presided over the signing of performance contracts by the newly appointed Police Commissioner Mathew Iteere, provincial commissioners and deputy provincial commissioners.

The minister stated that the government had increased the number of provincial administrators to ensure that the country is better policed.

“We have injected new blood at the level of the PCs, out of the eight, only two served previously, the rest are all fresh blood. We also have deputy PCs in every province and new DCs who are young and well educated,” he stated.

“Given that scenario, I do not understand why we cannot be on top of things administrative-wise and security-wise,” the minister added.

He announced that the report by the task force on police reforms, chaired by former judge Philip Ransley will be ready this week.

He, however, said that the government had already implemented some of the recommendations made in the interim report, including the changes within the force’s top ranks that saw Mr Iteere replace Major Gen. Hussein Ali last month.

Mr Ojode said the government had done away with most roadblocks across the country, which he said had been previously used as “extortion stations” by corrupt officers.

“We have not done away with all roadblocks, what we have done away with are permanent roadblocks, we will continue having some roadblocks for two to three hours for security purposes,” he explained.

Rival ethnic groups in Kenya who fought after the 2007 election are rearming in readiness for violence at the 2012 poll, a BBC investigation has found.

It is feared villagers in Rift Valley province are moving from traditional weapons such as spears to machine guns.

Government officials insist they are tackling the influx of illegal arms.

But they have been widely criticised for failing to punish the ringleaders of violence after the 2007 election, in which 1,300 people died.

A power-sharing government was formed in early 2008 to quell the violence.

It has been under international pressure to investigate the killings ever since, but its failure to organise a local tribunal has forced the International Criminal Court to step in to prosecute suspects.

Ethnic arms race

The BBC’s Wanyama wa Chebusiri discovered arms dealers selling sophisticated weaponry in the Rift Valley – an area hard-hit by ethnic violence in early 2008.

One arms dealer told our reporter, for the Network Africa programme, supply was high and prices were low at the moment.

“Right now we have AK47 rifles for sale but there are times when we also sell G3s [rifles],” he said.

“In a month we sell more than 100 rifles.”

Members of the Kalenjin community and their rivals, the Kikuyu – the country’s dominant ethnic group – both said they were arming to protect themselves.

“We bought the guns because we hear the Kikuyu have also bought guns,” said a Kalenjin man who declined to be named.

“Before we were using bows and arrows to fight the enemy but changed to guns following the post-election experience because we realised, compared to guns, the arrows were child’s play.”

A member of the Kikuyu community said he was not willing to “wait until 2012 to be killed”.

“We have to arm ourselves. I did not acquire this gun to commit offences,” he said.

‘Time-bomb’

For weeks after the 2007 election the two communities fought in bloody clashes.

Most Kalenjins had supported Raila Odinga, a member of the western Luo community, for president and were convinced he had been cheated of victory by President Mwai Kibaki, a Kikuyu.

After weeks of bloodshed, the two men formed a power-sharing government with the president keeping his job and Mr Odinga being brought in as prime minister.

But the UN has warned that a similar flare-up could occur after the 2012 vote unless Kenya strengthens its institutions and the perpetrators of the 2007 violence are punished.

Kipkorir Ngetich, of the Eldoret human rights group expressed similar fears and said his research backed the BBC’s findings – that the communities are rearming.

“We are appealing to the government to investigate the matter because it is a time-bomb that will soon explode,” he said.

Kenya’s deputy minister for internal security, Orwa Ojode, said he was aware of the problem and had ordered the police to clamp down on the sales.

“We will definitely apprehend those who are behind the sale of illegal arms,” he said.

He blamed the country’s porous borders and its proximity to unstable states like Somalia for the influx of guns.

A hospital therapist who has spent almost five years working with hundreds of NHS patients has been exposed as a child rapist.

Kenyan Samuel Odinga, 45, got a suspended sentence for assaulting a girl while living in the US.

But he moved to the UK and got a job at Colchester General and Essex County hospital. He was suspended last year.
